What began as a plan for a single 30,000-square-foot building grew to a campus of a 33,770-square-foot police and courts building and a 33,076-square-foot administration building, associated parking, a streetscape improvement project and a common HVAC equipment plant. The $17 million project was completed in two phases.

The City of West Columbia’s 37,200 square foot municipal building provides workspace for all city administration, council chambers, a courtroom and police department in a centralized location. In addition, it offers meeting spaces for public activities and serves as a focal point for the community. LCK served as planner, advisor and project manager for the $9.5 million development process, beginning with design and construction team selection and extending through construction to ribbon-cutting.

On behalf of SCANA, the owner of the property, LCK interfaced with the City of Charleston to manage the design and construction of an 1,100 car parking garage to support the City’s aquarium. The site required an extensive environmental clean-up program prior to commencement of construction. LCK played a key role in strategic planning of environmental remediation efforts and brought creative ideas to the approach which were leveraged to generate significant time and cost savings for the ensuing construction project.

LCK was engaged early in the planning stages for the MASC development, assisting in due diligence investigation for site acquisition, feasibility analyses to determine the required size of the building and potential returns on the investment for a multi-tenant facility. Services expanded to project management, which required extensive planning strategies given the tight site and downtown location. The final project consisted of a 60,000 square foot multi-tenant office building and a 238-car parking garage.
